Cary L. Bovey

Cary has exclusively served Texas cities for over 29 years. He started his legal career as an Assistant General Counsel for the Texas Municipal League and has spent the past 25 years in private practice serving as City Attorney for cities across Texas. Over his career Cary has accumulated a vast knowledge of the field of municipal law and the legal issues that impact cities. He has received the Merit Certification in Municipal Law from the Texas City Attorneys Association, an affiliate of the Texas Municipal League.

Cary currently serves as the City Attorney for several home rule and general law cities across Texas. He provides counsel to cities on a wide range of issues, including, but not limited to: annexation, zoning and land use, labor and employment matters, ordinance drafting and review, conflicts of interest, economic development, construction and road projects, contract drafting and review, municipal court prosecution, the Public Information Act and Open Meetings Act.
Cary received his Doctor of Jurisprudence from the University of Texas School of Law and his Bachelor of Arts in Political Science from Texas A&M University. Cary has served on the Charter Review Commission and Local Law Enforcement Block Grant Advisory Board for the City of Round Rock. Cary has also served on the Elder Board of Hill Country Bible Church in Pflugerville, Texas, 2 years as Chairman, and currently leads a Sunday morning class at HCBCPF.

Luke A. Cochran

Luke exclusively serves home rule and general law cities, economic development corporations, and other local governmental entities across Texas. He has received the Merit Certification in Municipal Law from the Texas City Attorneys Association, an affiliate of the Texas Municipal League.

Luke provides counsel to cities and other local governmental entities on a wide range of issues, including, but not limited to: labor and employment matters, annexation, municipal court prosecution, zoning and land use, ordinance drafting and review, conflicts of interest, economic development, construction and road projects, contract drafting and review, administrative hearings, and open government.

Luke received his law degree from Baylor University School of Law. Prior to attending Baylor Law, he graduated summa cum laude from Abilene Christian University with a B.B.A. in Financial Management. Luke and his wife Haley live in Round Rock, Texas with their two wonderful children. Luke is active in the local community serving on the Board of Governors of the Greater Round Rock Community Foundation, as a deacon at Round Rock Church of Christ, as a mentor with the S.T.A.R.S Mentor Program through RRISD, and as a member of the RRISD Bond Oversight Committee.
