Prior to representing municipalities and other local governmental entities, Haley spent 10+ years as an attorney with the Office of General Counsel at the Railroad Commission of Texas. Haley served as Assistant General Counsel where she advised the Commission in a number of areas including employment matters, the Open Meetings Act, and Public Information Act. She also served as the Commission’s Rules Attorney, where she worked with the Commission and its stakeholders to draft regulations that effectively regulated the industries under Commission jurisdiction.
