Scott Houston, Of Counsel
Prior to joining the firm, Scott served the Texas Municipal League as general counsel/deputy director and the TML Risk Pool as intergovernmental relations director. Scott has extensive experience in municipal law, including annexation/ETJ, procurement, firearms, utilities and right-of-way issues, land use ordinances, open government, and ethics, among others.
Scott has contributed to the education of public servants as an adjunct professor in the M.P.A. program at Texas State University and faculty for both the Texas Municipal Courts Education Center and the Association of Government Risk Pools. His written work has been published in the Texas Tech Administrative Law Journal, Texas Bar Journal; and International Municipal Lawyers Association Magazine, among others. His work has been cited by the Supreme Court of Texas and the U.S. Court of Appeals for the Fifth Circuit.
Scott’s contributions over the past 25 years have been recognized by numerous local government groups, including the International Municipal Lawyers Association. Most recently, he was named a 250 Public Service Champion by the National Academy of Public Administration.
A graduate of Texas A&M University and St. Mary’s University School of Law, Scott joined the firm with a continuing commitment to serving Texas cities. When he’s not working, he enjoys spending time with Leslie – his wife of over 20 years – and their two Irish Doodles, world travel, and motorcycling.
